I can say, so far Nunu & Willump is a bit OP. Yes! is because of this rework, as of now we don't know his hidden maximum potential yet.

CONCLUSION

Now main key for Nunu & Willump is that when the released as one of the simplest reworks we’ve seen yet, but that isn’t a bad thing. Yes! Nunu do was so easy to understand that some players would say he bordered on boring. But still Nunu & Willump maintains the simple gameplay without ever letting your eyes droop. The duo have gone from being a troll-y, counter-jungle champion to a legitimate role on the team. While you can’t nuke people with snowball anymore, you can be an actual CC machine for your friends and allies in every encounter, with multiple abilities. The boys have a real identity now, and that should exciting for all players.

We can still make our counter with Ezreal. The current build base on Patch 8.16 was still effective for this new update 8.17 specially with Nunu & Willump rework.
